In 2008, Joe earned the Television Seal of Approval by the National Weather Association after he completed a sweep of all possible certifications for meteorologists. In 2005, Joe became the first person in Pennsylvania and in United States of America to be appointed as Certified Broadcast Meteorologist by the American Meteorological Society(AMS). In October 1995, Joe left Pennsylvania to pursue his goal and joined the forecasting team at WTOV-TV in Steubenville, OH.
